As of 1 January 2026, the rules regarding rent subsidy will change. These changes may affect your situation as a tenant. Below you can read what will change and what this may mean for you.
Overview of the most important changes
- Abolition of the maximum rent limit
You can receive rent subsidy more often for a higher rent than now. Of course, you must still meet the other conditions (such as income and assets). - New age limit for young people
The new age limit for young people will be up to 21 years. In 2025 this age limit is still up to 23 years. - Service costs no longer included
From 2026, rent subsidy will be calculated based on the basic rent, without service costs.
Consequences of the new rules
- Tenants will qualify for rent subsidy more often: at a younger age and with higher rents.
- Rent subsidy may also decrease because service cost components (eligible advances) will no longer count in the calculation.

Practical consequences for you as a tenant
1. If you already receive rent subsidy
Good news: your rent subsidy will be adjusted automatically. You do not need to do anything.
Did you previously report service costs for the calculation? The Tax Authority will ensure these are no longer included. You should have received a new calculation from the Tax Authority by the end of November. Check it carefully and contact the Tax Authority if you have any questions.
2. If you do not yet receive rent subsidy
Due to the new rules, you may qualify for rent subsidy in 2026. This mainly applies to:
- Tenants up to 23 years old with a rent above the old rent limit of €477.20.
- Tenants aged 23 and older with a rent above the old rent limit of €900.07.

Explanation of terms
1) | Independent unit: You have your own facilities, such as kitchen and bathroom. Non-independent unit: You share facilities such as kitchen or bathroom with others. Only some of these units qualify for rent subsidy (this was stated in the ad on Roommatch).
